Data volumes are increasing, systems are becoming more complex, and compliance and transparency demands are rising. A solid approach to information security is essential. That’s why we are looking for a committed and knowledgeable Local Information Security Officer, someone who can manage risks and guide colleagues in handling information safely and responsibly.
 
In this role, you operate at the intersection of policy, technology, and practice. You conduct risk analyses, advise on appropriate measures, and translate regulations into workable processes. At the same time, you raise awareness about information security and serve as an approachable point of contact for colleagues. You bridge the gap between strategy and implementation and actively contribute to the digital maturity of the University Library.


Your main tasks and responsibilities:

  • Guiding colleagues who manage and develop systems in complying with information security laws and regulations (such as GDPR and the CLOUD Act);
  • Identifying risks, conducting risk analyses, and supporting the implementation of appropriate security measures;
  • Contributing to audits and reporting. You will work closely with the CISO, the central IT auditor, and the Library's information manager;
  • Developing and implementing an annual information security plan in collaboration with the information manager;
  • Advising on security guidelines and implementing practical and accessible procedures;
  • Linking local Library activities to broader IT and architecture issues within UM, such as reviewing API integrations between Library and UM systems and advising on secure data processing across the organization. You will also advise on links between SAP with systems like Pure, the Library Management System, and Canvas;
  • Raising awareness about information security within the Library. You serve as the first point of contact for your colleagues at the Library.

 

Requirements
The University Library is looking for a colleague who takes ownership and gets energized by contributing to a secure and future-proof information infrastructure. You work independently and in a structured way but also actively seek collaboration. You are analytical, organizationally aware, and capable of translating complex matters into clear advice and applicable solutions. With a proactive, connecting, and results-oriented approach, you effortlessly move between policy and execution and between various layers within the organization.


Additionally, you have:

  • A completed HBO or university-level education in a relevant field (such as security, IT audit, or information management);
  • Knowledge of and experience with risk management and international standards such as ISO27001, NIST, and regulations like GDPR and the CLOUD Act;
  • Experience in guiding colleagues in making systems and data flows compliant;
  • Excellent communication skills in both Dutch and English;
  • Preferably hold certifications such as CISM, CISSP, or SSCP, or have demonstrable experience with IT audits;
  • Affinity with principles such as security by design, privacy by design, and API-first strategies in complex IT environments.

 

 

What we offer
As a Local Information Security Officer at Maastricht University Library, you will be employed by the most international university in the Netherlands. We offer:

  • Good employment conditions. The position is graded in scale 11 according to UFO profile Architect-Information Security Officer, with corresponding salary based on experience ranging from €4537,00 and €6209,00 gross per month (based on a full-time employment of 38 hours per week). In addition to the monthly salary, an 8.0% holiday allowance and an 8.3% year-end bonus apply.
  • An employment contract for 12 months at 1.0 FTE. Upon satisfactory performance, the contract may be converted into a permanent position.
  • At Maastricht University, the well-being of our employees is of utmost importance, we offer flexible working hours and the possibility to work partly from home if the nature of your position allows it. You will receive a monthly commuting and internet allowance for this. If you work full-time, you will be entitled to 29 vacation days and 4 additional public holidays per year, namely carnival Monday, carnival Tuesday, Good Friday, and Liberation Day. If you choose to accumulate compensation hours, an additional 12 days will be added. Furthermore, you can personalize your employment conditions through a collective labor agreement (CAO) choice model.
